Imagine the scenario where you make use of the normal site header which you can adjust through the Customizer but you would like to use Header elements for other pages. You can do that using a Layout element.

In the screenshot above, I have excluded the normal GP header from displaying on the entire site apart from the homepage. I can then create a Header Element and set conditions to display it on the entire site apart from the homepage.
